The advancement of engineering education and application may be happening in China and the US certainly has far too many lawyers which all expect to be well-paid. However, China steals technology and reverse engineers it to keep up with technological advances. This defines the advancement in China to be no more than what other countries can invent and innovate. They may be building grand highways and bridges, but their drones look exactly like our MQ-9 Reapers. Their Ju-20 looks like an F-22, the J-36 like a F-117 (retired from the US fleet), the J-10 like an F-16, and their Su-35 like an F-18. Russia does the same thing. It seems like we just cannot keep secrets of our airplane designs from the Chinese (or Russians). Innovation comes from liberty. Catch-up comes from dictatorship. I choose the former, but, I guess others seem to think we would be better off under a communist dictatorship, but who would we copy from? We would be way ahead if we could just keep secrets.

It is easier to get slaves to do things, but it takes more of them and their thinking is not very creative. But your point is well-taken. My point is that we do not do a good job of keeping a competitive edge with China.
