Spot on.

The idea that mass production automatically lowers costs is vastly overrated. It is the whole design, build - test - operate - get operational feedback/refine the design/manufacturing process get regulatory approval repeat. After the first cycle where gains of 20-30% can be made gains of 5-7% are more common. However on things like solar panels these cycles take 2-3 years. On nuclear plants due to the complexity of the product and the safety issues and regulatory hurdles, the current cycle is more like 30 years.
